Judge Cyr's contributions to the field of bankruptcy are extensive. Judge Cyr has served more than 46 years as a federal judge. He began as a Bankruptcy Judge for the District of Maine (1961-1981), then served seven years as a District Judge for the District of Maine (1981 - 1989) and then served eighteen years as an active and senior Judge for the U.S. Court of Appeals for the First Circuit (1989 - 2007).
Judge Cyr was a member of the Board of Governors of the National Conference of Bankruptcy Judges during the 1970's and became Vice President of the NCBJ in 1976 and President in 1977. He is properly credited as the founder of the American Bankruptcy Law Journal published by the NCBJ. He served as Editor of the Journal, and under his editorship in the 1970's, the publication became recognized as the premier law review in the field of bankruptcy law.
Judge Cyr was also instrumental in the passage of the 1978 Bankruptcy Code. At the request of the NCBJ, he gathered information to reach a consensus in responding to numerous legal questions submitted to the NCBJ by the staff of the Commission on Bankruptcy Laws in the United States. He was also on the NCBJ committee that reviewed the Commission's Bankruptcy Bill and was instrumental in making recommendations that were incorporated in a proposal referred to as the "Judges' Bill" that was considered by Congress simultaneously with the Commission Bill. He testified on numerous occasions before the House and Senate Judiciary Committees concerning the legislation.
